The German Army set out in 1938 to build an armored personnel carrier on the chassis of the 3-ton half-track (HL-KL-9p). Hanomag of Hannover was assigned the running gear, and Bussing-NAG of Berlin was given the armored superstructure. Work moved quickly by drawing on existing armored car designs, and a prototype was finished at the close of 1938. After trials at the Kummersdorf proving ground, the vehicle was accepted for mass production as the Sdkfz 251/1 armored personnel carrier. It became the defining vehicle of the German mechanized units that fought on every front of the war.
